the three years proposed and under the conditions proposed, This estimate can easily be verified by checking the average

daily passengers. It will be seen that no great profit is

to be looked for but our clients, in view of the years during

which the service was run at a loss, ask that, during those

three years, they may have any opportunity which exists of recouping themselves owing to an increase of passengers or

a decrease in the price of coal.

It will be observed that our clients have always willing-

ly acquiesced in the Harbour Master's suggestion for the

improvement of the launches and undertaken the large expendi- ture entailed thereby, an expenditure which, if they lose the

service will largely be a loss to them as, under present conditions, no remunerative opportunity exists in the Colony for the employment of the sixteen launches thrown out of

service and they are prohibited from selling them abroad. If they lose the service they will be obliged to claim compensation owing to the loss, which, under normal conditions,

would not result to them. This situation would not exist

if the Government had chosen a period of normal conditions

to bring into force the present proposals.

10. The only other parties who, so far as our clients are

aware, are likely to tender are the people who recently instituted the Samshuipo Ferries. They are understood to

be already forming a syndicate and soliciting subscriptions

for the purpose. But our clients would point out, as they pointed out to the Committee, that these people only commenced their service after the Government's intention regarding the

future of the service became known and our clients submit

they cannot have any real claim to consideration.

11. Our clients are quite willing to pay any reasonable rent during the three years and are quite prepared to make an
